Hello.

My name is Ethan Kolasinski. On May 2, 2006, Costa Mesa Police Officer Ronald Chamberlin, badge#489, kicked me in the stomach during an arrest while I was seated handcuffed to the bench I was sitting on. I had a Pitchess Hearing to obtain information on previous complaints or lawsuits similar to the ones I had concerning the officers involved and nothing came up. Surprise, surprise. Then I uncovered this link two days ago:

Costa Mesa Police Officer Ronald Chamberlin, badge#489, was in an Appellate Court 28 days prior to him kicking me, defending himself against charges similar to mine! The Appellate Judges found that:

"A jury could reasonably conclude that Officer Chamberlin’s use of pepper
spray on Tony Maae in the manner alleged was objectively unreasonable.
Although Tony Maae initially resisted arrest and the pepper-spraying occurred
prior to handcuffing, his arrest was for a minor crime, and he posed little threat at
the time because three officers were holding him to the ground."

This creep get off though, because....and this is ridiculous,...."We conclude,
however, that Officer Chamberlin is entitled to qualified immunity because in
2001, the contours of the right against excessive force in the pepper-spray context
were not so clearly established that a reasonable officer would have known the
unlawfulness of this conduct. See LaLonde, 204 F.3d at 960-61 (holding that
officers acted unlawfully when they left pepper spray on the face and eyes of an
initially resisting arrestee for twenty to thirty minutes after he surrendered and was
handcuffed); Jackson, 268 F.3d at 651-53 (holding that the officer’s use of
chemical irritant on a third party who was actively interfering with another’s arrest
was a “minimal” intrusion that was _object_ively reasonable under the
circumstances)."

Basically, the guy gets off because the courts had not established, at the time that Costa Mesa Police Officer Ronald Chamberlin, badge#489 committed excessive force, that excessive use of pepper spray was wrong and illegal.

What's up Costa Mesa Police Officer Ronald Chamberlin, badge#489? What's up Judge Biggs? What's up District Attorney Tony Rackauckas? What's up Public Defender Abby J. Taylor? Why are you guys covering up for Costa Mesa Police Officer Ronald Chamberlin, badge#489? He habitually abuses his power. He should be thrown in jail, and if you are covering his ass, you should be thrown in jail as well.
